You should start by disassembling the lower steering column opening finish panel by unscrewing and relocating the parking brake release handle and unscrewing another panel screw to ease the retaining clips. To continue the procedure, remove the screws located on the lower steering column opening finish panel reinforcement followed by extracting the ignition switch lock cylinder by rotating it to the RUN position and using the lock release pin to unlock before pulling it free. First, deal with the lower steering column shroud by removing its four screws and then take care of the upper steering column shroud.
