The ignition key unlocks the ignition switch lock cylinder while it remains in the "RUN" position to allow pulling out the cylinder using a punch to release the tab. First remove the tilt wheel handle and shank before releasing the three screws from the lower steering column shroud by pressing the sides of the upper shroud inward. You must pull off three electrical connectors from the multifunction switch before removing the securing screws on that switch. When installing the new component reverse all the steps from removal.
